On October 1, 2001, the libraries of the Lakeland Library
Cooperative (LLC), of which Hastings Public Library (HPL) is a part, began a new
policy regarding the use of member libraries by non‑residents.

Q. Do I have to wait until
September 1st to buy my Non- Resident Library Card?
A. You
may invest in a Non-Resident Library card at any time of the year.
The fee will be pro-rated. (See

Q. What services do I
receive with a Non-Resident Library Card FV?
A. A
FV card buys you all the rights and services LLC and HPL have to offer.
Q. What’s the main difference
between a Full Version (FV) & a LUNR (Hastings only) card
A. With
a FV you can get materials from all of the LLC Locations.
A LUNR can check out items from Hastings Public Library only.
Q. Where does the $100 go?
A. $80
goes to Lakeland Library Coop and $20 goes to Hastings Public Library.
A. The State of Michigan certifies the “service
area” of each library. Hastings
Public Library’s service area is the City of Hastings, Rutland and Hastings
Charter Townships. If you do not
own or rent property in one of these areas, you are a non-resident.
Q. Why was this policy put
in place?
A. Wherever you own or rent property, part of your taxes
pay for the library that serves your area. The people who live in the City of Hastings, Rutland and
Hastings Charter Townships have already paid for their card with their taxes.
If you are a non-resident, your taxes pay for library service somewhere
else. If you wish to use Hastings
Public Library or LLC services, it is only fair to pay a fee.

What is a Local‑Use Non‑Resident Card (LUNR)
A. If you only need library service from Hastings Public
Library, and not the entire LLC, you can get an annual card for $20.
It cannot be used at any other library.
It can only be used to check out HPL owned items.
Q. What can I use without buying a Non-Resident Card?
A. Any of the services that are within the building, such as Internet use, reading books and magazines, etc. while in the library. One does not need a card to participate in programs. All students in Hastings School District, including St. Rose, Barry County Christian, 7th Day Adventist School, & homeschoolers can get a LUNR card for free.
